Arbor works closely with workforce boards and community leaders to ensure that One-Stop operations contribute to local strategic economic and social goals.

Arbor is a $200 million company with over 3000 employees – a wholly-owned subsidiary of ResCare, Inc., a billion dollar human services corporation. We have state-of-the-art management, performance measurement, human resource and quality improvement systems that are always at the disposal of our local One-Stop managers. Our long experience has generated a large number of technical assistance tools that are available to improve operations at our local sites. The Arbor Workforce Institute conducts training workshops for workforce boards and program operators throughout the country. We hire local staff with maximum input from relevant stakeholders. Despite our size, Arbor takes pride in treating each contract, each One-Stop and each funding source as the unique entities that they are, and in being responsive to local needs and forming effective and enduring partnerships with key local stakeholders. Longevity of service is another of our hallmarks. Arbor has operated successful programs for over 35 years.

With our national perspective, Arbor often serves as a neutral, honest broker among the partner agencies involved in One-Stop management and service delivery.

Arbor always develops effective partnerships with other workforce development agencies to provide a broad array of services. All One-Stop partners contribute to the Center's management team. Services are integrated by functional areas rather than by funding source. Front-line staff are engaged in the Center's design and decision-making. Staff from all partners are extensively cross-trained in each other's programs and procedures and are equally involved in common activities such as intake, orientation, resource room, and client record-keeping.

Arbor creates customer satisfaction feedback systems to evaluate the long-term impacts of our programs from jobseekers, employers, and the general community.
