Charles Cianfrani is Vice President–Operations and Managing Director–Quality Consulting Group at Arbor. His principal areas of focus over the past several years have been 1) managing and improving the performance of governmentally funded workforce development programs at both the State and local level, 2) creating and implementing world-class management systems for both One-Stop programs and for TANF programs including process mapping and performance measurement to drive continual improvement, 3) structuring and implementing internal quality audit systems including training of internal auditors, and 4) leading projects to achieve ISO 9001 compliance. He has had direct executive management responsibility for successful programs in Washington State, Virginia, California, Georgia, and New York. His private sector experience contributes to his “demand-driven” focus on sensing employers needs, which ultimately serves both job seekers and economic development. He has also had direct responsibility and accountability for numerous projects that achieved first pass ISO 9001 certification, an area of particular interest to private sector customers of One-Stops, and has been a Senior Examiner in Pennsylvania of quality management systems based on the Malcolm Baldrige criteria. Mr. Cianfrani is a Fellow of the American Society for Quality and has published six books on quality management.
David M. Saunders, a Vice President at Arbor, has been in the quality improvement field since 1980, working for organizations such as Intel, Ford, DOW, Anheuser-Busch, Scudder, AARP, the U.S. Department of Labor, and the Pennsylvania Department of Transportation. He is the co-author of Four Days with Dr. Deming, currently in its 10th printing. Earlier in his career, Mr. Saunders was a planner for the Mayor’s Office of Manpower Resources in Baltimore (CETA) and was a caseworker for the New York City Department of Social Services. More recently, he served in key roles assisting Job Corps, TANF, and WIA programs prepare for ISO 9001 Quality Management certification.
Robert R. Robinson is the Quality Assurance Director for Arbor. He is responsible for conducting ISO/quality assurance site audits of programs and providing staff development training. He has a background in workforce and human resource development as a manager and staff professional in both public and private sector organizations over the past 25 years. His involvement with Quality Management began in the 1980s with the original implementation of Unisys Quality Management. Mr. Robinson has been a director of vocational training programs providing case management, skill training, and job placement services for dislocated, welfare-to-work, and vocational rehabilitation clients. He has been involved in the successful start-up of programs in Philadelphia and New York City serving up to 20,000 participants. Mr. Robinson has professional experience as a vocational counselor, instructor, and human resources director, and has provided staff or consulting support to organizations including Temple University, the School District of Philadelphia, Unisys, RCA, and DuPont.
